FEDERAL LEGISLATIVE AFFAIRS DIRECTOR

Position Summary:

This high profile role interacts with members of Congress, legislative staff and federal agencies to lobby for a Nationally Recognized Cancer Center’s legislative agenda. As a key leader, the Federal Legislative Affairs Director facilitates the development and updating of long-term strategic plan for Government Relations in addition to being responsible for filing federally mandated financial reports on expenditures for lobbying, as well as federal reports on campaign contributions by Cancer Center representatives. Additionally, this position is responsible for drafting initial budgets for Government Relations Department operating and capital expenditures, working in partnership with the VP of Government Relations and Finance Department to finalize annual budget.

Essential Duties & Functions:

  • Manages strategic communications campaigns to promote Cancer Center’s unique capabilities and national prominence.
  • Monitors, analyzes, develops and executes a targeted strategy to create sustainable partnerships with relevant elected officials, legislative staff and other representatives at the federal level to advance Cancer Center’s federal policy goals and objectives.
  • Assists in the development and execution of systems and practices to assure compliance with Internal Revenue Service reporting requirements with regard to lobbying activities.
  • Manages health policy internship program for post-doctoral researchers.
  • Manages military referral programs for patient care and military workforce development.
  • Maintains leadership roles in national cancer advocacy organizations
  • Develops department budgets and long-term strategic plans
  • Monitors federal legislative activities that could impact health care and medical research public policy and funding priorities in order to alert
  • Executive Leadership to emerging opportunities or limitations.
  • Drafts short and long-term federal public policy and funding priorities and plans consistent with the Cancer Center’s mission for review by Executive Leadership;
  • Implements and manages the Cancer Center’s federal legislative priorities:
  • Establishes new and enhances existing working relationships with relevant elected officials, legislative staff and other representatives at the federal level;
  • Maintains regular contact with targeted decision-makers on key healthcare issues;
  • Represents Cancer Center in meetings with federal legislative offices.
  • Represents Cancer Center in legislative policy initiatives of the Alliance of Dedicated Cancer Centers and other national venues essential to advancing and protecting the interests of Cancer Center and its peer institutions.
  • Manages Cancer Center’s Military Liaison programs in patient care and workforce development
  • Prepares and submits presentations, testimonies and other official materials to relevant decision-makers to advance specific healthcare policy goals and objectives
  • Facilitates effective communication and mobilization of grassroots networks to support the advancement of the Cancer Center’s federal public policy and funding priorities.
  • Develops and presents federal public policy issues at meetings and conferences.
  • Prepares written and oral reports on federal issues for Executive Leadership, Cancer Center Boards, and other internal stakeholders as needed

Departmental Initiatives:

  • Develops and implements communications campaigns to influence public policy decisions.
  • Strategies include media relations, direct mail, signage, advertisements, special events, and facility tours.
  • Targets include elected officeholders and other government officials; healthcare professionals and volunteer advocates; and the community-at-large.
  • Produces and updates all print, Internet, audio, and video communications that promote the Cancer Center’s legislative objectives.
  • Vehicles include newsletters, brochures, fact sheets, slide shows, podcasts and video segments.
  • Researches and writes strategic communications including correspondence, talking points, briefing books, etc., provided to elected officials and other key contacts.
  • Assists in organizing and managing federal, state and local governmental and legislative briefings, forums and town hall meetings as needed.
  • Develops and conducts cancer-center tours that reinforce messages to advance the Cancer Center’s legislative agendas. Tour participants include elected officials, community leaders, Board members, Advocacy participants, and other distinguished visitors.
  • Conducts tours, as needed, for Government Relations, Executive Leadership, and PR&M.
  • Conducts public speaking engagements within and externally to promote the Cancer Center’s legislative objectives and grassroots advocacy opportunities.
  • Coordinates department’s participation in special events organized by Cancer Center, as well as external events produced by other organizations.
  • Leads inter-departmental work teams tasked with generating media coverage and heightened public awareness of Cancer Center initiatives which correspond with state and federal government priorities.
  • Strategies include outreach to print and broadcast news outlets, social media resources, and public participation opportunities.

Minimum Experience Required:

Minimum of four (4) years of directly related, progressively responsible professional experience and experience in legislative or government relations, advocacy groups and/or corporate communications. Moderate Travel required.

Minimum Skills/Specialized Training Required:

  • Strong leadership skills; high level of thoughtful and independent judgment
  • Experience interacting directly with elected officials, legislative staff and federal agencies
  • Working understanding of the federal legislative process
  • Strong oral and written communication skills
  • Strong organization skills, ability to multi-task varied legislative issues and meet extremely tight deadlines; outstanding attention to detail and follow-through, analytical and creative thinker, self-starter

Preferred Experience:

Experience in federal public policy and federal funding stream analysis, lobbying and/or government affairs work preferred

Compensation Package:

The compensation for this position is dependent on experience with a base salary ranging from $135,000-$210,000 annually. Exceptional benefits, PTO, retirement plan, etc. commensurate with this level position.
